Abstract
This report examines whether school development consultants have attitudes that could increase the pressure to innovate in schools. Based on previous evidence, we can assume that attitudes influence the counseling process and, therefore, school quality, too. If such attitudes exist, negative effects are to be assumed.
Keywords
school improvement consulting, in-school teacher training, pressure to innovate, education governance
