Has the State Committed Itself by Laying Down Skills-Oriented Educational Standards?

Abstract
The Federal Constitutional Court has ruled in its decision on the constitutionality of Covid-19-school-closures that every child has a right to a minimum of school education, derived from Art. 2 (1) in connection with Art. 7 (1) Grundgesetz. This article strives to define this minimum beyond pandemic times by exploring the model of administrative commitment to educational standards. It demonstrates situations where this might, under exceptional circumstances, amount to a justiciable claim to school instruction in conformity with educational standards.
