In recent years, the awarding of external mandates for studies and evaluations has, much to the regret of all parties involved, become ever more complex and time-consuming, without yielding any genuine improvement. In this context, SEVAL has prepared, in addition to existing guidelines, a vademecum that charts the course towards a more appropriate procurement practice. This guide is intended for all those who aspire to find the right partner without having to take unnecessary administrative hurdles. The present article distils essential aspects of the vademecum. It offers practical recommendations for conducting efficient procurement procedures, drafting terms of reference, formulating participation requirements free from excessive formalism, and establishing criteria capable of attracting creative proposals. Likewise, it provides guidance on how to avoid pitfalls that may arise during the evaluation of bids and the awarding of contracts.
